Projected Impacts to Taxing Districts and Taxpayers

On October 20th, 2025 we issued the following statement New Policy Guidance on Tax Increment Areas Issued by the Washington State Department of Revenue based on their guidance. 

As a follow-up below are the current projected impacts. Please note that actual impacts to taxing districts and taxpayers may vary from these forecasts.

Understanding Fiscal Impacts

If less development occurs in the TIA than is forecast, impacts to taxing districts and to taxpayers will be lower.

To the extent that development in the TIA would not occur without the TIA investments, impacts to taxing districts and to taxpayers will be lower.

If jurisdictions pass levy lid lifts, the TIA will have a greater impact on those jurisdictions, but a lesser impact on taxpayers.

Investment in personal property in the TIA may reduce levy rates for taxpayers.

State and local school levies are not impacted by the TIA and may be reduced due to new construction within the TIA.
