Keynote Speaker

Jack Penning is a nationally recognized leader in air service development, strategic business planning, and airport marketing. He is a founding partner of Volaire Aviation Consulting, which has supported more than 110 airport clients across North America since 2017.
Throughout his 20+ year career, Jack has helped launch more than 100 new airline routes and secured over $20 million in federal and state funding for air service development. His work with local businesses and community partners has also generated more than $30 million in community-supported funding to enhance air service.
Before entering aviation consulting, Jack was the aviation reporter for KGW-TV in Portland, Oregon, earning both Emmy and Edward R. Murrow awards for his journalism. He holds a Bachelor of Science from the University of Illinois at Urbana-Champaign.
