GENERAL ENGINEERING AND PLANNING SERVICES FOR THE WATERVILLE AND MANSFIELD AIRPORTS
The CDRPA is soliciting Statements of Qualifications (SOQ) from qualified engineering and planning firms to provide general engineering and planning services for two of its general aviation airports: Waterville Airport (2S5) and Mansfield Airport (8W3), both located in Douglas County, Washington. The Port Authority intends to select a qualified firm to provide services on as needed, task-order basis over the term of the resulting agreement.

STATE GOVERNMENT AFFAIRS SERVICES
The Chelan Douglas Regional Port Authority (Port) is requesting proposals from qualified consultants, firms, or individuals to provide state government relations and legislative representation services, primarily during the Washington State Legislative Session in Olympia, with occasional federal advocacy support.
Proposal Deadline: 1:00 p.m., Wednesday, November 4, 2026
Proposals must be submitted electronically in PDF format to Stacie@cdrpa.org with the subject line: Name of Firm, RFP State Government Affairs Services. Late proposals will not be accepted.
Questions or requests for clarification must be submitted in writing to Stacie@cdrpa.org no later than 4:00 p.m., Wednesday, October 28, 2026.
The Port reserves the right to reject any or all proposals, waive informalities and minor irregularities, and award a contract as determined to be in the best interest of the Port.

INVITATION TO BID
Security Camera Upgrades
Sealed bids will be received by Chelan Douglas Regional Port Authority 285 Technology Center Way, Suite 202, in Wenatchee Washington for the construction of the Security Camera Upgrades in Malaga and East Wenatchee, Washington.
Time limits for receipt of proposals are as follows: Section 00 41 00 – Price Proposal must be received by 2:00 pm, October 20, 2026. Bids received after this time will not be considered.
The Work under this Contract consists of furnishing all labor, materials, equipment, software, licensing, programming, and incidentals necessary to provide a complete and operational Video Surveillance System (VSS) across four (4) locations as described herein. Work is organized by location for the purpose of pricing. Each location shall constitute a separate bid line item.
Contractor shall provide conduits and pathways, as needed.
Bidding Documents, including Instructions to Bidders, Form of Agreement, General Requirements, Drawings and Specifications entitled, Chelan Douglas Regional Port Authority Security Area Improvements may be requested from the Contract Specialist, Amanda DeSilver at amanda@cdrpa.org.
One pre-bid walkthrough will be conducted. The date for the walkthrough is as follows: October 1, 2026, 1:00pm, meeting at Pangborn Memorial Airport Terminal (1 Pangborn Drive, East Wenatchee, Washington) and progressing to the General Aviation Terminal, the Trades District and finishing at the Malaga Cooling Water Disposal Facility. Attendance of the walkthrough is not mandatory. Please register with Contract Specialist, Amanda DeSilver at amanda@cdrpa.org by September 25, 2026 if you plan to attend.
This Request for Proposals is subject to the Prevailing Wage Laws of the State of Washington for projects located in Douglas County. Any bid you submit must reflect a rate not less than this amount. These bids may be reviewed for compliance during routine audits by the state examiner from the Washington State Auditor’s office. The CDRPA reserves the right to immediately terminate the contract with the Contractor for noncompliance with the Prevailing Wage Laws.
The “Effective Date” for this project is the Bid Proposal due date above. Bidders are responsible to verify and use the most recent prevailing wage rates. The applicable prevailing wage rates may be found on the Department of Labor and Industries website located at: https://secure.lni.wa.gov/wagelookup/rates/journey-level-rates
Upon request, the Owner will mail a hard copy of the applicable prevailing wages for this project. Please contact the CDRPA Project Manager at (509) 884-4700.
CDRPA, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, select businesses, or disadvantaged business enterprises or airport concession disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award.
